一、意思不同

二、用法不同
1、Propose to do：propose的基本意思是“提议，建议”，多指在讨论或争辩中提出明确的意见或建议，强调要求对方予以考虑或同意。引申可表示“打算，计划(做某事)”。
2、propose doing：propose表示“计划，打算”时，后加不定式或动名词。可用作及物动词，也可用作不及物动词。用作及物动词时，可接名词、代词、动名词、动词不定式或从句作宾语。后接从句时，从句要用虚拟语气。
