that 指代前面的burdens,在后半句中,burdens做主语,也可理解为,what will arouse their indignation.
(照顾老人的负担会激发起他们的愤怒.)
that 和 which 做主语时一般不要省,去掉that 后,你合起整个句子读一下,觉得要少些什么,
或说这也就是两个句子了,少了联结词,
这个语感有的话,也很好理解哈
